On 6 November, the Multi Donor Initiative Skills4Recovery will bring together Ukrainian government representatives, international partners, vocational education and training (VET) providers, businesses and experts in Kyiv to review three years of achievements and discuss priorities for vocational education development and employment reform in Ukraine.
The Skills4Recovery Annual Conference 2026 will take place in a hybrid format, with an online broadcast available to participants and journalists.
Since 2023, Skills4Recovery has supported vocational education and employment in Ukraine. Jointly financed by the European Union, Germany, Poland, Estonia and Denmark, the initiative has helped more than 7,000 people gain new professional skills. A total of 175 VET providers have received support in areas such as modernising training, strengthening institutional management, digitalisation and inclusion. The initiative has facilitated 166 partnerships between VET providers and employers.
The current phase of Skills4Recovery will conclude in December 2026. The conference will present practical solutions and partnership models developed and tested with the initiative's support and discuss their relevance for future reforms and the development of vocational education in Ukraine.
The programme will open with a strategic dialogue on workforce development in Ukraine, featuring representatives of the Ministry of Education and Science, the Ministry of Economy and Environment, and the European Union, Germany, Poland, Estonia and Denmark.
A discussion on future skills for Ukraine's recovery and development will explore demographic changes, labour market developments and the skills Ukraine will need in the coming years.
The conference will feature representatives of four VET providers from Lviv, Mykolaiv, Dnipro and Rivne regions. They will share what has changed with Skills4Recovery's support – from improvements in training and institutional management to closer cooperation with employers – and discuss the results achieved and challenges encountered.
