40 VET providers, 23 projects and new tools: PAF project highlights

On 28 April, the final event of the "Profosvita: Autonomy for the Future" (PAF) project under Skills4Recovery took place in Kyiv, presenting the results of a year of work with VET providers. More than 500 participants joined the event online and in person, including representatives of the Ministry of Education and Science of Ukraine, employers, experts and education professionals.

The project focused on strengthening VET providers' autonomy as a tool for Ukraine’s recovery. Over the course of a year, the project team achieved significant results:

  • 40 VET providers from across Ukraine joined the project.
  • 206 participants completed a 12-module training programme.
  • 23 institutional change projects received mentoring support.
  • Practical solutions were supported, including the establishment of supervisory boards, the launch of qualification centres and the development of partnerships with businesses.

The project also developed practical tools available to all VET providers:

  • A research study on the state of institutional autonomy spanning more than 100 pages, covering the context, legislation, international experience and survey results from 40 participating VET providers across different dimensions of autonomy.
  • A 12-module online course on the Profosvita Online platform, now available to everyone and offering certificates and learning credits upon completion.
  • A series of short overview articles for the Vchysia.Media online publication.
  • A roadmap toolkit for VET providers, featuring a matrix of autonomy areas with guidance on what to do in the first year, what to do in years two and three, and what to do in the longer term. The team is currently finalising this resource.

The second phase of the project will focus on targeted work with 15 VET providers to support the establishment of supervisory boards and the launch of business case championships. The first such championship has already taken place in Kremenchuk and resulted in a signed partnership agreement with a local employer.
