How can a vocational education and training (VET) institution prepare to operate with greater autonomy? Where should strategic planning begin? How can institutions assess their readiness for change and build effective partnerships with employers? These and many other questions are answered in a collection of practical materials developed as part of the "Profosvita: Autonomy of the Future" (PAF) project.
The project helps VET institutions become more autonomous, effective and better equipped to respond to labour market needs. All materials have been developed based on comprehensive research into the state of autonomy in Ukraine's VET sector, an analysis of international experience, an assessment of the needs of participating institutions, and consultations with experts.
The following materials are currently available on the project platform:
- Analytical Report on Autonomy, which analyses the current state of autonomy in Ukraine's VET sector, reviews international experience, and provides recommendations to support the implementation of the reform.
- Toolkit for Autonomy, including a practical roadmap that helps VET institutions assess their current level of autonomy, identify development priorities, develop a step-by-step action plan, and use ready-made management templates.
- Free online course on VET institution autonomy, providing expert guidance on implementing autonomy, managing VET institutions, explaining the key principles of autonomy and the practical aspects of putting them into practice.
- Article series on autonomy, explaining the key provisions of the new Law of Ukraine "On Vocational Education", the principles of institutional autonomy, and other key changes in an accessible way.
- Institutions' success stories, showcasing VET institutions that completed the training programme and received mentoring support through the project.
- Analytical note "Supervisory Boards in VET Institutions", which examines the current state of supervisory boards in VET institutions and the key challenges they already face or may encounter during their establishment.
- VET and business survey, presenting the findings of a recent survey on the current state of cooperation between VET institutions and businesses.
The resources are intended primarily for leaders and management teams of VET institutions. They will also be valuable for members of supervisory boards, representatives of education authorities, founders of VET institutions, and employers committed to strengthening modern vocational education and training.
The "Profosvita: Autonomy of the Future" project is ongoing, and the resource library will continue to grow. New practical resources on partnerships between VET institutions and businesses, the work of supervisory boards, and other tools to support the effective implementation of vocational education reform will soon be available on the platform.
