From assessment to action: accessibility checklist for education institutions

Experts from the project “Skills for inclusion: workplace training for the activation of vulnerable groups”, implemented within the Multi Donor Initiative Skills4Recovery, have developed a checklist for self-assessing the accessibility of education institutions (in Ukrainian). This is a practical, free tool that helps institutions address accessibility in a structured and systematic way.

The tool is based on experience gained from conducting accessibility reviews in vocational education and training (VET) institutions. Its purpose is to provide institutions with a clear mechanism for self-assessment, setting priorities, and planning improvements.

The checklist enables institutions to:

  • assess the current level of accessibility against clear criteria
  • identify both systemic and less obvious barriers
  • define priority areas for improvement
  • plan management decisions and budgeting
  • track progress and adjust further actions

The tool has a modular structure and covers key dimensions of accessibility, including physical and communication accessibility, accessibility of learning materials, inclusive teaching methods, administrative policies, and social inclusion. This allows institutions to conduct both comprehensive assessments and focus on specific areas.

The checklist is designed as an interactive Excel file with built-in formulas, automatic calculations, and visualisation of results. As it is completed, charts are generated for individual criteria, along with aggregated indicators across all areas.

The tool is recommended for use approximately every six months to compare results and monitor progress over time.

The checklist is intended as an internal working tool. While it does not replace an official audit, it supports institutions in making data-driven decisions and implementing changes step by step.
